You have to go to your Yahoo 360 profile, click on “Home” at the top of the page. There you can edit your 360 photos. Upload your photo to there then go back to Answers and click on your avatar, click on “edit my info” then click on “Use 360 photo as avatar” then you’re done….

edit: If you don’t know how to get to your 360 profile, just click on your avatar from any Yahoo Answers page and the link is on there.
